Background and Discussion:

The Morningside Place Subdivision is a single-family development with an amenity lake serving as a stormwater detention facility. The Subdivision is located east of HCFCD Unit A135-00-00, which connects to Clear Creek.  Based on residents' complaints about street and roadway flooding, the Flood Control District's drainage studies identified drainage improvements to reduce flood risk in the subdivision.

The project includes right-of-way acquisition, design, and construction of street drainage conveyance improvements on A135-00-00.  This project is being funded as part of the 2018 Bond Program in partnership with HCWCID89.  The project is now in the final design stage and is expected to move to construction shortly.

This final design phase includes revisions and preparation of Phase 2 bidding and construction plans and specifications, survey effort to determine and address the location of encroachments within Flood Control District’s right-of-way, and the increase of additional Construction Phase Services to complete the Street Drainage Project.

Expected Impact:

This project seeks to reduce flood risks and strengthen resiliency in Harris County by alleviating property and structural damage to the residential community.

Alternative Options:

The project would be canceled without the approval of requested budgeting and funding.
