Background and Discussion:
Each year, the Harris County Housing and Community Development (HCD) receives a grant award from the Federal Transit Administration (FTA) section 5307 which “requires local match”.
HCD requests that Commissioner’s Court approve a transfer of HCD’s FY 2026 general funds in the amount of $350,000 to be used and set aside as the County’s required match.
Required match is defined as the amount of funds the County is required by contract or applicable laws and regulations with the granting agencies to expend on a grant program. As per County Auditor procedure G.7 Grant Accounting for Match, departments must transfer from its budget the estimated amount of match and account for these matching funds in the Grant Match fund (2699).
Expected Impact:
No fiscal impact, as it is already in HCD’s FY2026 general fund allocation. The County will fulfill its match obligations for transit programs and projects in alignment with Harris County goals.
