Background and Discussion:

This grant supports the development of a Flood Risk Area Visualization Tool. This tool will evaluate Harris County in 0.25 square mile grids, based on a weighted score, considering historical flooding and existing floodplains. This tool may be used as a planning or communication tool to identify at-risk areas of Harris County for audiences who make decisions related to the allocation of resources for addressing flood risk.

Expected Impact:

The Statement of Work will no longer explicitly include Social Vulnerability Index or Low to Moderate Income considerations, or Climate Informed Science Approach (CISA) floodplains as factors going into the scores that the tool uses to visualize flood risk areas.

Alternative Options:

The alternative would be to choose not to comply with the request for revision and risk losing $49,900 in grant funding.
