Project Description:

Harris County Precinct 3, Road & Bridge division is pursuing funding for the procurement of two new GRADALL EXCAVATORS, as mentioned above, and a LEEBOY PAVER for supporting our work to build, pave, maintain and improve roads and ditches, and for various other needs such as general construction, storm cleanup, and roadside maintenance.

Project Scope:

The project includes specifying and purchasing the three pieces of road building equipment for the sum of $1,256,629.  This price includes all charges associated with the equipment, including delivery.

Justification:

To properly and efficiently build and maintain the Harris County roads and ditches in Precinct 3, and to provide the public with safe roads; as well as to properly maintain ditches and thus reduce or eliminate flooding from rain events, Precinct 3 Road & Bridge division needs modern, efficient equipment suited for the task.  Having recently been given the responsibility to build and maintain more roads and ditches than any other Harris County precinct, Precinct 3 is in need of upgrades and replacements for several key pieces of equipment needed for that task.  The flexibility of the GRADALLs and the versatility of the LEEBOY make them key pieces of equipment for our road building team.

Alternatives and Engagement:

Harris County Precinct 3 has some GRADALLs that are past their prime and are becoming more expensive to maintain.  A LEEBOY paver currently owned recently suffered a significant mechanical failure, and replacing it with a higher efficiency model makes economic and operational sense at this time.

The alternatives of renting, leasing, or hiring outside contractors are all more expensive than owning the equipment, over the long run.  Additionally, owning the equipment gives us better control over the scheduling and job quality than hiring outside groups to do the work.
