Background and Discussion:

On March 13, 2018, Commissioners Court authorized the purchase of Riverside General Hospital located at 3204 Ennis Street, Houston, Texas 77004. The project is backed by grant funding from Houston Endowment for the purchase of the original Riverside General Hospital historic site with three buildings on the National Register of Historic Places. If this project is approved to go forward as requested, it is anticipated that the site will be the new headquarters for Harris County Public Health (HCPH) and the ACCESS Harris initiative that will bring valuable preventative care and wrap-around services to the Third Ward community. The overall project includes (1) (current phase) the renovation of the historic Riverside General Hospital building to operate the ACCESS Harris initiative, (1a) (current phase) the renovation of the historic Nursing School and Utility Building to be community engagement centers and (2) (future phase) the construction of a new building and parking garage to be the new headquarters for Public Health.

 

Expected Impact:

The additional work at the Riverside Restoration project is expected to significantly improve the existing site conditions, enhance overall functionality, and elevate the quality of the completed facility. These changes address unforeseen field conditions, correct non-compliant or deteriorated elements, and incorporate owner-requested refinements that support long-term performance, safety, and usability. Collectively, the added scope ensures that critical site infrastructure-such as parking areas, sidewalks, drainage, accessibility paths, and building systems-meets county standards and operates as intended. The improvements will contribute to a more durable, functional, and high-quality final product for Harris County and its end users.

 

Alternative Options:

There are no alternative options to this request. The additional work is required to address code compliance items, City of Houston permitting and inspection requirements, and stakeholder-requested adjustments necessary for the safe and functional operation of the facility. These items cannot be deferred or substituted without impacting regulatory compliance, project close-out, or long-term performance. As a result, the recommended scope represents the only viable path to ensure the project meets all applicable standards and stakeholder expectations.
