Background and Discussion:
The purpose of this funding is to support projects that promote public safety, reduce crime, and improve the
criminal justice system. The FY27 Animal Cruelty Unit Investigator Grant will provide funding for an additional investigator assigned to the Harris County Constable Precinct One Animal Cruelty Unit. Our department is responsible for investigating all animal cruelty offenses occurring within Harris County. Given Harris County’s population of more than 5 million residents, an additional investigator is essential to ensure effective and timely investigation of animal cruelty cases.
Expected Impact:
The grant project will employ a comprehensive, enforcement-focused methodology to address animal cruelty through investigation, intervention, and prevention. Funding for an additional investigator will expand the capacity of the Animal Cruelty Unit to respond promptly and effectively to reports of neglect, abuse,
abandonment, and hoarding. The additional investigator will conduct proactive and reactive investigations into allegations of animal cruelty, including passive neglect, abandonment, active abuse, and hoarding cases. The grant term for this award is October 1, 2026, through September 30, 2027.
