Request that the County Judge execute a Memorandum of Understanding (MOU) between the Harris County Public Library (HCPL) and the Harris County Juvenile Probation Department (HCJPD) to allow HCPL to provide library materials and literacy services to Juvenile Probation.

Background and Discussion:

The purpose of this Memorandum of Understanding (MOU) is to provide an ongoing cooperative agreement between HCJPD and HCPL in relation to library services, library materials, literacy workshops, reader services, and facilitating library and research education sessions to pre-adjudicated and post adjudicated youth at HCJPD locations. This MOU will also describe the duties of the individual(s) assigned to the library development and educational programs. HCPL has agreed to assign a Juvenile Detention Outreach Specialist to collaborate with the HCJPD Residential Services staff to provide these services.

 

 

 

Expected Impact:

HCJPD will allocate $91,012.00 for salary and fringe benefits and an additional $10,000.00 for books to stock the library of each facility. At the option of HCJPD, the $10,000.00 may be made as a budget transfer, or HCPL may submit an additional request to HCJPD for books up to $10,000.00.
