Background and Discussion:

Harris County Precinct 2 has requested that the Harris County Engineering Department (HCED) manage the design and construction of the transformation of 2 miles of a 2-lane road into a 1 lane + linear park, along South Houston Avenue G from Texas Street to 14th Street, located in Houston, Texas 77587. The goal is to provide a linear park including shared use path (5’-6’), landscape buffers, pedestrian-scale solar lights, mill and overlay, and parallel parking provision pockets.

Expected Impact:

This agreement will allow the firm to conduct field and laboratory testing on soil, concrete, asphalt and various other construction materials to ensure the material’s compliance with Harris County Engineering Department’s adopted standards and specifications as required by state law.

Alternative Options:

Construction materials testing is required by state law.  Thus, alternatives include issuing a purchase order for similar services to a different vendor or cancelling this construction project.
