Background and Discussion:

 

The East Aldine Management District received a Texas Water Development Board Grant for design and construction of water and sanitary sewer projects in disadvantaged neighborhoods. The following four projects were completed: Sherwood and Benton Place Water Distribution and Sanitary Sewer System, Askins Lane and Cedar Hill Lane Water Distribution and Sanitary Sewer System, Lyncrest Water Distribution System, and Sanitary Sewer Extension Along US 59 and Hartwick Road. 

 

These projects bring public water and sanitary sewer systems to areas where residents use septic systems and water wells. Many of the water wells are shallow and contamination prone, and many of the septic systems are failing, which can contaminate water wells, roadside ditches and public waterways.

 

Harris County was requested by the East Aldine Management District to manage the construction of the projects under the terms of the Interlocal Agreement between Harris County and the East Aldine Management District dated August 13, 2013. The East Aldine Management District transferred $351,401.36 to Harris County, representing 3.5% of the estimated construction cost, materials testing cost, and ineligible connections cost for the management of the project. Harris County has earned $348,061.89; therefore, the remaining balance of $3,339.47 is requested to be returned to the East Aldine Management District. Of the original management fee, $64,759.05 remains. After subtracting $3,339.47, $61,419.58 is requested to be released to the Office of the County Engineer for its use.

 

Expected Impact:

 

Working with and supporting the East Aldine Management District to build public water and sanitary sewer systems in disadvantaged neighborhoods helps to ensure reliable high-quality drinking water and fire hydrants and reduces bacteria in the environment from failing septic systems.

 

Alternative Options:

 

If Harris County does not support the East Aldine Management District in constructing public water and sanitary sewer systems, the District may seek partnerships with other entities that could be more costly and result in fewer projects being completed.
