Request Summary (Agenda Caption):
title
Request by the Commissioner of Precinct 2 for approval to decline from the Texas Commission on Environmental Quality grant funds in the amount of $1,717,115, with no required match, for the Texas Volkswagen Environmental Mitigation Program (TxVEMP)-Freight.
end
Background and Discussion:
This grant was originally accepted on June 25, 2024, to fund the decommissioning of 3 diesel engine semi-trucks, replace them with electric trucks, and install an electric refueling infrastructure. Since the grant was awarded, Precinct 2 has worked to identify a suitable vendor that could meet vehicle specifications and remain within a reasonable budget. The available grant funding cannot offset current market costs of available vehicles.
Precinct 2 has actively communicated with the Texas Commission on Environmental Quality (TCEQ) on the challenges encountered throughout this process. TCEQ has confirmed that we are unable to adjust the level of activities or use the available funds to purchase only one vehicle. Therefore, the Office of Precinct 2 must decline the grant award.
Expected Impact:
The diesel engine vehicles may be replaced over time with new electric vehicles as funds are available through the annual budget request process if market costs drop.
Alternative Options:
This grant must be declined, as funding the decommissioning of the 3 diesel engine vehicles and purchasing 3 electric trucks is not enough to offset the cost.
