Request by Housing and Community Development for approval to accept from the U.S. Department of Transportation grant funds in the amount of $5,541,604, with a 3rd party match requirement of $1,614,453, for the FY 2021 Houston Urbanized Area Formula Program.

Background and Discussion:

On October 11, 2006, the Harris County Commissioners Court approved the Community Services Department (formerly CEDD) to become a Direct Recipient of the Federal Transit Administration funds under the Urbanized Funding Formula. As prescribed in the Fixing America’s Surface Transportation (FAST) Act, the Metropolitan Transit Authority of Harris County, Texas (METRO) was named the designated recipient for Federal Transit Administration (FTA) Section 5307 funds for the Houston Urbanized Area. METRO has consequently apportioned and notified the FTA that Harris County as an existing FTA direct recipient of 5307 funds, will be responsible for accepting and obligating directly to the FTA the allocated funds for the Section 5307 program. The above funds are allocated to Harris County to provide continuation of public transportation services for eastern Harris County outside the METRO service area. The FTA 5307 allocation for FY 2021 is $5,541,604 federal dollars with $1,614,453 in local funds and $220,000 Transportation Development Credits (TDCs) as match.

Expected Impact:

These 5307 funds are for Transit contractor purchase of service, staff salaries and other operating costs within the service areas. Once Harris County obligates these funds, they are available until totally expended.

Alternative Options:

County General funds will be needed in lieu of Section 5307 Program funds for purchase of service, staff salaries and other operating costs.
