Background and Discussion:

The Houmont Park Subdivision Drainage Improvements - HCFCD Unit No. P117 00-00 project site consists of subdivision drainage improvements located between Red Bird Ln and C E King Parkway. The project includes roadside ditch improvements along Unison Rd and Ticonderoga Rd and channel improvements on P117-00-00. The work activities include roadside ditch improvements and filling roadside ditches where ditches are greater than 4-foot in depth and replacing them with underground storm sewer system

The change in contract includes the following:

The line items have been adjusted to reconcile overrun and underrun quantities and to add new line items necessary to complete the proposed scope of work.

•         The decrease of quantities on underrun line item 30 and 27 for a decrease in the amount of $72,495.00.

•         The increase of quantities on overrun line item 26 for an increase in the amount of $25,560.00.

New Line Items:

•         Added 273 calendar days for utility relocation delays associated with multiple CenterPoint gas line, gas service line, and utility pole conflicts encountered throughout the project limits, with no additional cost.

•         Add a new pay item 108 for Dense-Graded Hot-Mix Asphalt (Ty-D Sac-A PG64-22) (2 in Thick) at a unit price of $191.04 per ton for total of 526 tons, total amount of $100,487.04 with 0 days.

The above additions and deductions result in a net change in the amount of $53,552.04 and 273 calendar days.

The County issued the Project’s Notice to Proceed on 07/28/2025. Per Attachment M of the Contract, the work was to be completed within 300 days of the Notice to Proceed, or by 05/24/2025. With this and all other prior approved change orders, the work is to be completed within 573 days of the Notice to Proceed, or by 02/21/2027.

Expected Impact:

This project seeks to reduce flooding and strengthen resiliency in Harris County by assisting in the alleviation of structural flood damage to homes in the Houmont Park subdivision
