Background and Discussion:

It is recommended that the Flood Control District be authorized to accept the grant award funds from the Department of Homeland Security (DHS) Fiscal Year 2023 Pre-Disaster Mitigation (Congressionally Directed) Grant Program to fund the design engineering and construction of conveyance improvements (C147-00-00-E001) in the Sims Bayou Watershed.  Design for the first stage of this project is already underway but additional funding beyond local sources was required to construct the entire project.

The funding is available specifically for this project in the FY23 Federal Budget and was submitted by Congressman Al Green, representing the 9th District of Texas.

Expected Impact:

The project includes the deepening of an existing Stormwater Detention Basin and channel conveyance improvements from north of the Sam Houston Tollway to where the tributary joins Sims Bayou near Trafalgar Drive. This project will reduce the risk of flooding for residents, and therefore, shrink the regulatory floodplain while avoiding adverse impacts to Sims Bayou or to the natural environment.

The Flood Control District will utilize its resources and applicable consultants during the design and construction phases of the project, as well as the management of the grant approval process in compliance with Harris County statutes, applicable laws of the state of Texas, and Policy regarding Federal Grant Awards.

Alternative Options:

The alternative is to not to accept the grant funding, wherein existing flooding risks remain in place, or the project will need to be funded entirely with local funding.
