Background and Discussion:

Harris County and the City of Galena Park seek to enter an Interlocal Agreement to support emergency debris removal following the severe weather disasters declared under FEMA DR-4781-TX. The agreement enables the County to provide debris removal services within the City during authorized periods. This cooperation ensures compliance with FEMA requirements and supports timely recovery efforts.

Expected Impact:

This interlocal agreement will allow the City of Galena Park to request assistance via the County debris contracts, when activated. The interlocal is structured so that the City would reimburse the County for services rendered and then request reimbursement by the state/federal government. There would be some project management time needed by County staff on the City’s behalf.

Alternative Options:

This is a maintenance project. Failure to maintain it now may result in a more costly project in the future.
