Background and Discussion:

The Memorial Parkway Subdivision is in Katy, Texas, northwest Harris County. The existing drainage system for this subdivision is located in the Barker Reservoir (subbasin T103A) and generally drains northwest to southeast. There are fourteen individual storm sewer systems within the neighborhood which mostly outfall to the T103-00-00 channel. The existing system does not have sufficient capacity to convey a 2-year storm event. Previous study alternatives were not feasible due to a need for mitigation or posing an adverse impact to the downstream.

A recommended alternative includes replacing and upsizing storm sewer and inlets in the neighborhood street area, outfall pipe from the new storm sewer to T103-00-00 south/downstream of the Highland Knolls Drive culverts and improve T103-00-00 at two locations will be analyzed further. This analysis will include field investigations not previously performed, and hydraulic analysis for the new underground system configuration, and for the T103-00-00 channel.

The USACE will need to provide a construction license to allow the channels to be constructed within the reservoir. USACE has requested payment of fee prior to completion of the evaluation of the submitted application.

Expected Impact:

This project seeks to reduce flooding and strengthen resiliency in Harris County by assisting in the alleviation of structural flood damage to homes in the Memorial Parkway subdivision.  Payment of the USACE fee is a step in the process to reduce the financial, physical, and emotional burden flood damage places on homeowners and will reduce the financial impact of recovery costs to the Memorial Parkway subdivision homeowners, Harris County, and FEMA.

Alternative Options:

The County could elect to fund the requested task or choose to reject it. However, if not approved, USACE will not issue a construction license, and the project will not be constructed as designed.
