Background and Discussion:

On October 29, 2024, Commissioners Court adopted the County’s first strategic plan, which included the implementation of a Harris County Climate Justice Plan (Goal 5, Objective S, Initiative S4). Aligned to this Strategic Plan initiative, the Office of County Administration (OCA) Sustainability staff have collaborated with a community partner, the Coalition for Environment, Equity, and Resilience (CEER), to co-lead the development of the Climate Justice Plan. The plan showcases the community’s goals, visions, and actions, representing the culmination and synthesis of input from internal and external stakeholders.

 

Beginning with pre-planning meetings in 2023, which set the foundation of the community’s vision and values for the planning process, the 2024 planning year continued with robust public engagement. Those who shaped the plan include the Advisory Collaborative, a 15-member body of community liaisons; Commissioners Court offices; County departments; and residents and community leaders during the public planning meetings. This plan reflects what was heard and includes actions that Harris County can carry out as well as actions that are not within the power of county government to implement. This is a visionary, values-based, community plan.

 

This plan will require an implementation phase of internal and external collaborators. The next steps entail additional analyses to quantify benefits and outcomes and an implementation roadmap that will include priority setting, an internal and external implementation partners map, and a Strategic Plan alignment analysis.

 

Expected Impact:

This plan demonstrates progress on the County’s Strategic Plan Initiative S4 under Goal Area 5. Across the five themes in the plan - ecology, infrastructure, economy, community, and culture - there are also cross-cutting actions that align with Goals 2, 3, 4, and 6 in the Strategic Plan.
