Background and Discussion:
The County has received funding from this grant program since 2002. This grant is funded by the U.S. Department of Homeland Security via the Office of the Governor, Homeland Security Grants Division and includes a suite of risk-based grants to assist state, local, tribal and territorial efforts in preventing, protecting against, mitigating, responding to and recovering from acts of terrorism and other threats related to interoperable communications. This grant provides grantees with the resources required for implementation of the National Preparedness System and working toward the National Preparedness Goal of a secure and resilient nation.
Expected Impact:
If accepted, the County will utilize $696,811.00 of State Homeland Security Program applications for the Harris County Public Health Service’s Community Resilience Program Sustainment and Harris County Sheriff Office’s SWAT Unit Equipment, Marine Unit Equipment, Bomb Unit Equipment, and Special Response Group Equipment to impact the County's ability to detect, prevent, mitigate, respond, and recover from terrorist events and other emergencies. This amount includes $33,180 in management and administrative costs for the County Judge’s Office.
Alternative Options:
Without this funding the County would need to find alternate funding, possibly utilize general funds, to maintain a robust Homeland Security Program.
