Background and Discussion:

Requesting approval for advertisement of a project seeking qualifications from qualified professional firm(s) to provide on-call Engineers of Record (EOR) and On-Call Professional Engineering and Architectural Services in Support of the Harris County Flood Control District. Based on forecasted need, HCFCD expects to select multiple firms with the experience, capabilities, and qualified available staff to provide engineering and/or architectural services for various sized and scoped projects.

Expected Impact:

Provide for a Registry of on-call EOR design consultancy firms to support Flood Control projects. Services will be performed primarily from the Preliminary Engineering through Construction and Project Closeout stages, as well as other potential relevant on call support services. This registry will facilitate expedited design and engineering support for projects.

Alternative Options:

The alternative would be to individually advertise an RFQ for each project, which would increase the resources needed for procurement processes and extend the timelines for design and construction of projects.
