Background and Discussion:

On January 29, 2026, Commissioners Court authorized overtime pay in lieu of compensatory time for Harris County and Harris County Flood Control District employees, funded by the Public Improvement Contingency (PIC) Fund, for the workweeks ending January 23, 2026 and January 30, 2026, for response and recovery efforts in connection with the January 2026 Winter Weather Event. In accordance with the Disaster Pay Policy approved by Commissioners Court on June 26, 2025, disaster pay and fringe benefits reimbursed by the PIC Fund should be submitted on the regular agenda as a transmittal for transparency.

Expected Impact:

The Office of Management and Budget coordinated with the Auditor’s Office to transfer $1,677,600 in overtime pay and fringe benefits from county department budgets to the PIC Fund.
