Background and Discussion:

Tomball Tollway from Northpointe Blvd to Holderrieth has an asphalt permeable friction course (PFC) overlay. With the extreme weather that Harris County has been experiencing, the PFC has degraded and delaminated at a quick pace. There are currently construction contracts being procured for a long-term resolution, but replacing the pavement surface immediately was the best course of action to alleviate additional degradation. Timing of work was limited as there are weather conditions to contend with (asphalt can only be placed in warm temperatures with no precipitation). Due to the urgency, a contractor with direct reach of an asphalt plant was sought out.

 

Expected Impact:

Improved roadway conditions and extension of life expectancy.
