Background and Discussion:
This agreement will fund the West Little York Stormwater Detention Basin in the Addicks Reservoir Watershed. The 89th Texas Legislature allocated funds in Senate Bill 1 to the Harris County Flood Control District. Senate Bill 1 was signed by the Governor on June 22, 2025, and will be effective on September 1, 2025. This allocation from the Texas Legislature is being obtained through the Texas Water Development Board. The project in Senate Bill 1 is the West Little York Detention Basin Completion.
Expected Impact:
This agreement will fund the West Little York Stormwater Detention Basin project, which will complete an existing excavation and removal pit. The grant funding matches the current estimated funding shortfall to complete the project. The project will reduce the peak water surface elevation during a storm event by up to .28 feet. This request would provide funding for the design and construction of the detention basin. The construction of the U500-01-00 regional stormwater detention basin will provide benefits by reducing water surface elevations during high intensity rain events.
Alternative Options:
The alternative to approving this item would be to not accept the grant funding, wherein existing flooding risks remain in place, or the project will need to be entirely funded with local funding.
