Request Summary (Agenda Caption):
title
Request by Public Health Services for approval to submit an application to the U.S. Environmental Protection Agency for grant funds in the amount of $2,501,922, with a required match of $866,923, for the FY 24 Clean Heavy-Duty Vehicles Grants Program.
end
Background and Discussion:
The Clean Heavy-Duty Vehicle Program announced by the Environmental Protection Agency (EPA) aims to incentivize and accelerate the replacement of existing non-zero emission (gas-powered) Class 6 and 7 heavy-duty vehicles with zero emission (electric) vehicles. Harris County Public Health views the program as a unique and time-limited opportunity for the department to begin transitioning the current fleet to electric vehicles while leveraging the financial support and subject matter expertise provided by the EPA. HCPH is requesting the court’s permission to apply for the grant to seek funding to replace six current heavy-duty vehicles with new electric vehicles. HCPH proposes replacing six diesel-powered fleet vehicles with electric vehicles and charging infrastructure with CHDV grant program. All replacement vehicles will be engine model year 2023 or newer; zero-emission heavy-duty vehicles that meet Build, America Buy America requirements; similar in form and function to the replaced vehicle; and feature a drivetrain that produces zero exhaust emissions of any air pollutants and any greenhouse gases.
Expected Impact:
The reduction in greenhouse gas emissions from the vehicle replacements will ensure cleaner air for the communities in which they operate, helping address the outsized role of the transportation sector in fueling the climate crisis and reducing pollution associated with respiratory and cardiovascular disease, among other serious health problems. Fiscal impacts will include reduced fueling for the vehicles, resulting in cost savings for the County.
Alternative Options:
The court could choose not to proceed with applying for the funds, given the cost-matching requirements for any replaced vehicles. However, the cost-match could potentially be covered by Capital Improvement Project (CIP) funds, preventing any strain on general fund dollars.
Alignment with Goal(s):
