Background and Discussion:

The proposed Harris County Precinct 4 Community Centers Resiliency Infrastructure project includes purchase and installation of generators at four community centers within Harris County Precinct 4 that are in or around areas of Disadvantaged Tracts as determined by the Council on Environmental Quality. Successful Operational Readiness and Reliability Standards in Emergency Systems includes the community centers to be equipped with backup generator power that will allow the following: 1- Emergency Shelter, 2- Emergency Distribution center during and after disasters, 3- Dependable voting locations, 4- Disseminating information to the public or first responders, 5- Coordinating resources, and 6- Providing mutual aid during disasters. These four community centers are used as or will be used for the above purposes.

The proposed project will significantly change the way community centers operate during emergency situations for residents in the vicinity.  It is very critical for the power supply to remain stable in times of emergencies for citizens by having backup generators in case of power failure for those that come to the community center in times of emergencies.

Expected Impact:

The submission of this project application, under the FEMA’s Hazard Mitigation Grant Program will allow Harris County to ensure that power supply to remain stable at four community centers in times of emergencies by having backup generators.

Alternative Options:

To not apply for the grant through the HMGP and pursue the proposed project with local funding.
