Background and Discussion:

On October 13, 2009 and June 26, 2012, Commissioner’s Court authorized agreements between Harris County and the COH for the design, construction, and acquisition of right-of-way for grade separations at Lorraine Street and Collingsworth Drive, respectively. The agreements set forth the process for acquiring the required right-of-way and conveying it to the City of Houston.

Construction of the Collingsworth Drive grade separation was accepted by the City of Houston on November 19, 2018. Construction of the Lorraine Street grade separation was accepted by the City of Houston on February 15, 2023.

This action is to request the Commissioners’ Court approve the conveyances of Collingsworth Drive and Lorraine Street right-of-way to the City of Houston.

Expected Impact:

Approval will allow the conveyance of Collingsworth Drive and Lorraine Street right-of-way to the City of Houston to proceed. HCTRA will no longer be responsible for the maintenance of the right-of-way.

Alternative Options:

If the conveyance is not approved, HCTRA will continue to be responsible for maintenance of the right-of-way.
