Background and Discussion:

Harris County provides dental coverage to approximately 43,000 employees, retirees, and their dependents. This request is to make an award to Cigna Healthcare for dental benefits administration for 2025 with four subsequent renewal options based on the best overall proposal taking into consideration the evaluation criteria as outlined in the Request for Proposal (RFP).

The recommended contract award will transition Harris County from fully insured to a self-funded, Administrative Services Only (ASO), funding arrangement.

Expected Impact:

This award provides Harris County’s covered members continuation of their dental benefits with access to a Dental Preferred Provider Organization (DPPO) network. In addition, the transition to a self-funded dental plan will assist Harris County to maintain control over plan reserves and allow for plan customizations throughout the duration of the contract. Overall, this award ensures a dental benefit that contributes to an affordable and generous benefits package to assist in efforts to recruit and retain a healthy and effective workforce.
