Background and Discussion:

Harris County serves as the Project Sponsor for the San Jacinto Regional Flood Planning Group established by

the Texas Water Development Board (TWDB) in order to carry out the development of the second Regional Flood Planning Cycle. Commissioners Court authorized acceptance of the grant award from TWDB by Harris County on June 27, 2023.  As Project Sponsor, Harris County undertook an RFQ process to procure a Technical Consultant to assist the San Jacinto Regional Flood Planning Group in creating the Region 6 Flood Plan.

Expected Impact:

This agreement will allow the selected firm to best assist the San Jacinto Regional Flood Planning Group in creating a quality Regional Flood Plan for Region 6. All Identified FMEs, FMSs, and FMPs in the Regional Flood Plan will be incorporated into the State Flood Plan, which will allow eligibility for Harris County and other entities located in Region 6 to apply for future grant funds to address flooding issues.

Alternative Options:

If no action is taken, the work of the San Jacinto Regional Flood Planning Group will not be undertaken, the Regional Flood Plan will not be completed, and no TWDB grant funds will be made available for addressing flood reduction.
