Background and Discussion:

Harris County Office of the County Engineer (OCE) has been awarded CDBG-MIT funding for a Countywide Masterplan. The project will evaluate drainage infrastructure capacity status and deficiencies in Harris County's unincorporated areas. It will also guide the identification and implementation of mitigation alternatives and drainage infrastructure improvement projects to maximize community benefits and reduce flooding. The project is ambitiously planned to be delivered by August 2027. To effectively deliver the project within this accelerated timeframe, management resources are required, including external personnel for Planning Study efforts. The planning study shall identify and prioritize planning-level stormwater infrastructure improvements to correct problems in a) areas with unresolved drainage issues that affect mobility and b) areas with properties at high risk of repetitive structural flooding.

Expected Impact:

The successful completion of this project funded by the CDBG-MIT program will aim to reduce flooding and strengthen resiliency in Harris County by assisting in the alleviation of structural flood damage to homes in the community.  This Planning Study consultant will provide services to deliver a comprehensive Drainage Masterplan according to quality, schedule and budget requirements.

Alternative Options:

Alternative options are expected to be more costly or to risk efficient and timely project delivery.
