Project Description:

These funds are intended to support new construction projects and ongoing lifecycle management projects across Harris County. These funds are required to complete the new construction, renovations, repairs, or improvements of HVAC and Related systems in County facilities. HVAC and HVAC Controls were previously separate CIP’s, they have now been combined into this one HVAC CIP due to the design, vendors, and procurement similarities on projects.

 

Below are the planned allocations; there might be changes in the County’s needs that result in minor operational changes and funding for the projects throughout the Fiscal Year. The County Engineer is authorized to adjust scope and projects at their discretion within the program. Any additional financial authorizations would go through Commissioners Court approval.

Justification & Alternatives:

The County continues to expand with new construction and make progress on its backlog of HVAC deferred repairs and maintenance. Failure to maintain, modernize, and upgrade the County's existing facilities or to address end-of-life conditions across Harris County buildings will result in delays in new construction and renovations and more expensive deferred maintenance, as well as the closure of certain areas, non-code compliance, and most importantly, risks to life/ safety. HVAC systems must operate at a high level of functionality to ensure a comfortable temperature, and air quality, which is critical to building occupancy and functionality. Well-maintained HVAC systems are also important because they are linked to the fire alarm system via smoke alarms within the duct system, dampers that open and close, and building exhaust during a fire or smoke event.

The Office of the County Engineer (OCE) continues to experience the effects of previous years’ inflation regarding materials and labor for construction projects. The cost of individual materials varied significantly the previous fiscal year due to national and international events; this is expected to continue through the next Fiscal Year. 

 

Not funding this program would lead to an even greater backlog of deferred maintenance to perform later and, in some cases, could create hazards to life and safety.  Furthermore, not funding this program would delay many new construction and renovation projects. Delays in new construction start and renovations will have a negative impact on the project timelines and may increase costs due to increased deterioration of infrastructure, potential bid increases, and increases in material and labor costs.
