Background and Discussion:

As the construction needs of Harris County continue to grow, so has the need for a robust automated program management tool.  For instance, the CDBG Mitigation construction phase projects will continue to be added to the LCPtracker software system. The software system was approved with four renewal options on October 18, 2022, by the Court.  This software continues to be needed to meet the growing demands of multi-scale construction projects and adherence to regulatory compliance pursuant to Texas Government Code 2258, Davis Bacon and Related Acts, and HUD Section 3 Provision requirements that the Department of Economic Equity and Opportunity monitors for all covered County construction projects. The court approved initial agreement on October 18, 2022, with four (4) one-year options.  This is the fourth renewal.

Expected Impact:

Using LCPtracker, DEEO automates the entry and management of certified payrolls for local and federally funded projects and provide detailed working information with dynamic reporting abilities to monitor current and future workforce initiatives under Davis Bacon and Related Acts (DBRA), HUD Section 3, and Texas Government Code 2258 Prevailing Wages.  Funding for the software will be cost-allocated to federal grants and/or Interlocal agreements with partnering agencies and departments.

Alternative Options:

Not funding the renewal request would impact the Department of Economic Equity and Opportunity’s ability to monitor construction contractors effectively and efficiently.
