Background and Discussion:
This project consists of the reconstruction and widening of Treaschwig Road (Phase 2) from west of Whittaker Way to East of Birnam Wood Boulevard. The scope includes drainage improvements, construction of a new bridge over the creek, traffic signal installation, striping, and all other miscellaneous safety enhancements required.
This change in Contract includes:
(PCO #2, RFI #2) While reviewing the TCP for Phases 3 and 4, safety concerns were noted at the ends of the SSCB runs due to blunt-end conditions and no crash protection being shown. To address this, it is recommended to install two Crash Cushion Attenuators (CCA) during Phase 3. In Phase 4, the SSCB will be replaced with LPCB, and the same two CCAs can remain in place, so no additional units will be needed.
Cost Impact: $8,221.66.
(PCO #3, RFI #15) It was noted that temporary drainage installed in phase 1 will be conflicting with 84" RCP. The temporary drainage will be removed and will require to install a new temporary inlet with RCP to maintain positive drainage. This added work has been reviewed and accepted by the Precinct, EOR, and OCE.
Cost Impact: $4,574.40
(PCO #4, RFI #19) RFI #19 addressed the proposed headwall at the 36" sewer crossing (Sta. 195+96 RT). The original plans did not provide sufficient headwall height to achieve the required 3:1 slope to the top of curb. The Engineer of Record issued revised drawings extending the headwall to meet design requirements. This revision resulted in an overrun of approximately 9.81 CY under the existing line item, with an associated cost of $21,473.11.
(PCO #5, RFI #13) The change order covers removal of an existing 8-inch waterline at STA 189+45 that was field-identified as asbestos concrete (AC), requiring specialized handling not included in the original contract. This work is necessary to clear a conflict with the proposed 84-inch RCP and avoid delays. The additional cost for AC pipe removal was submitted by SER Construction and approved by HCWCID 136, EOR, Precinct, and HCD. Cost impact $12,520.33
(PCO #6, RFI #25) At station 188+93, proposed 36" storm PP conflicted with existing gravity 12" sanitary sewer line. Due to very limited space, the proposed and accepted resolution per contractor, EOR, and HCED, was to utilize arch pipe. This proposal has been reviewed and accepted by the precinct. Cost impact $8,409.47
(PCO #7, RFI #24) For the 18-inch force main at STA-186+22 RT sheet 47/270, and STA-200+07 LT sheet 53/270, the plans specify the installation of the force main. However, they do not indicate whether it will be connected to or tied into the existing line and no pay item exists for this work. Contractor provided a proposal for a connection which was reviewed and approved by EOR & Precinct. Cost impact $29,317.09
Expected Impact:
These changes are necessary to address field conflicts, safety concerns, and design clarifications encountered during construction. The work will maintain project progress and improve safety and constructability, with no anticipated impact to the overall project scope.
