Background and Discussion:

The Workforce Accelerator Initiative places technology and data experts within public health agencies (PHAs) to strengthen their capacity to deliver critical information system improvements.  The WAI will place and provide salaries and benefits for technology and data staff in approximately 40 PHAs. This initiative is expected to accelerate progress toward CDC’s Public Health Data Strategy goals by enabling PHAs to leverage modern technology and interoperable data for public health action.

Harris County Public Health seeks the court’s permission to apply for Cohort 2 of the program and request the placement of three (3) data security staff members. These staff placements will support an agencywide Integrated Data Hub project to enhance data privacy, sharing, and security.  HCPH will only be responsible for equipment and related fees for any staff placements under the program.

Expected Impact:

Harris County Public Health is in the midst of a large-scale, agency-wide data modernization project via the creation, expansion, and broad adoption of an Integrated Data Hub to act as a central repository for all data reporting needs. Different divisions and offices have set up their own policies for collecting, reporting, utilizing, and storing data related to the work as an agency, and of the constituents whom we serve. This inhibits intra-agency cooperation efforts, risks significant duplicate work, and hinders our ability to make decisions cross-functionally as data is not readily and easily accessible. The goal of the Integrated Data Hub is to act as a central location for all data needs. Receiving additional data security and analysts through the Workforce Accelerator Initiative would significantly advance progress toward creating the Integrated Data Hub and increase HCPH’s overall operational efficiency and decision-making in delivering public health services.
