Request Summary (Agenda Caption):

title

Request for approval to suspend the approval process for changes involving certain position reclassifications for all departments and to notify Court of the reclassifications on regularly scheduled Court, Business and Special meetings.

end

Background and Discussion:

On December 10, 2024, Court approved the temporary suspension of the reclassification approval policy for newly elected officials for January - March 2025.  This request is to extend the suspension to all departments until after the completion of the Compensation and Pay Equity Project when current job descriptions will be available for all positions.  Additionally, this request applies to all reclassifications except those involving reclassifying positions to a director title (Assistant Director, Director, Deputy Director, etc.) or equivalent and above.  Currently the review, approval and implementation time for reclassifications takes from 4 - 6 weeks.  However, due to the volume, limited resources, approval process, and processing time those changes are often delayed and moved to subsequent agendas, which adversely impacts departments abilities to implement their requests on the desired effective dates.  Furthermore, Commissioners Court approval will continue to be required on new classifications (higher than existing ones in the same hierarchy) resulting from reclassification requests.  This practice was in place prior to the reclassification policy which was implemented in 2023.  Budget reviews will be conducted on reclassifications that require Court approval and all positions will be formally reviewed as part of the Compensation and Pay Equity Project.  For the purpose of transparency, all reclassifications which fall within the parameters of this agenda request will be reported to Commissioners Court on a transmittal for each scheduled Court, Business and Special Court meetings in order to inform Commissioners Court of the transactions.  Those which require Court approval will continue to be submitted as agenda items, but with an increased frequency of scheduled Court, Business and Special Court meetings.

Expected Impact:

This request will enable departments to reclassify positions as needed and implement staff changes as quickly as possible.  It is estimated that implementation time for reclassifications would be reduced by at least 75%.

Alternative Options:

If this request is not approved, we will need 12 new positions to better manage the volume of reclassification requests and to formally review, create, and update job descriptions, market price the job descriptions and submit requests to Commissioners Court for approval on the regular agendas.  The estimated annual labor and non-labor costs of the new positions are $923,520 and $159,563 respectively and we will return to Court to request funding.
