Background and Discussion:
Cypress Park Stormwater Detention Basin, HCFCD Unit K500-01-00 expansion is situated along Cypress Creek, HCFCD Unit K100-00-00 in Precinct 3. Harris County Engineering and Harris County Commissioner Precinct 3 have prepared a design for a gate system and basin expansion to be integrated into the existing stormwater detention basin operation. This is an innovative pilot project exploring the use of pump stations as a method to facilitate flood risk reduction. The Flood Control District intends to contribute a maximum of $1,500,000 from Bond ID Z-04 and $3,500,000 from Bond ID Z-05 towards the basin enhancements. Upon completion of the project, Harris County Precinct 3 will maintain and operate the gate system.
Expected Impact:
The joint project and funding structure will facilitate more efficient and cost-effective governmental services. Additionally, this demonstration project is intended to assess the effectiveness of gate and pump systems as a tool in providing flood risk reduction in the region. Lastly, this project is another example of how Harris County and Flood Control District leverage shared infrastructure to maximize flood risk reduction benefits.
Alternative Options:
If this Joint Funding Structure is not approved, Harris County Engineering and Harris County Commissioner Precinct 3 will be required to seek additional funding sources to complete the project.
