Project Description:

This project is intended to replace General Fund carryforward dollar-for-dollar on CIP-eligible items that qualify under the carryforward policy for specific departments and initiatives. Several departments made general fund purchases that are eligible to use CIP funding. Rather than provide the carryforward in limited general fund dollars, the Office of Management and Budget recommends providing it in CIP funding instead.

Justification & Alternatives:

The alternative to providing debt funding is to provide General Fund resources to these departments. This is not recommended due to limited General Funds in FY26.
