Background and Discussion:
The Flood Control District has been sub-awarded a grant of $5,325,861.83 from the Houston-Galveston Area Council (HGAC). This project is the Crosby Eastgate Mitigation Bank which was selected for funding by HGAC as a subrecipient of their CDBG-MIT grant award. The proposed Crosby East Gate Mitigation Bank site is approximately 240 acres and is adjacent to Cedar Bayou. The basic goal of the proposed project is to restore pre-channelization hydrological and ecological site conditions on the bank area. In addition, it will enhance approximately 70 acres of established wetlands and re-establish approximately 85 additional acres of wetland at the site. Available local funding of $750,000 through other funds (non-bond CIP funding) is being used to complete the engineering design and acquisition for Q700-01-00-Y002, while the CDBG-MIT funding will be used to construct the project.
Expected Impact:
This agreement will provide grant funding for the Crosby Eastgate Mitigation Bank Construction. The Flood Control District will utilize its resources and applicable consultants during the project, as well as the management of the grant approval process in compliance with Harris County statutes, applicable laws of the state of Texas, and policy regarding federal grant awards.
Alternative Options:
The alternative to approving this item would be not utilize these CDBG grant funding, which would result in need for a different funding source to pay for this project.
