Background and Discussion:

Harris County Public Library (HCPL) requires a modern public printing and payment management solution to replace its existing legacy printing environment. The proposed Comprise Technologies solution provides centralized print management, mobile printing, self-service payment kiosks, hosted cloud services, and integrated payment processing across HCPL locations.

The solution supports public printing from library computers and personal devices while providing secure print release, payment collection, and centralized administration. The hosted architecture reduces the need for on-premises server infrastructure and simplifies ongoing system management. Professional implementation services, project management, and staff training are included to support deployment across the library system.

The proposed solution is being procured through SHI Government Solutions utilizing the Sourcewell Technology Products & Solutions cooperative purchasing contract and includes software licensing, self-service kiosk hardware, payment terminals, implementation services, hosted services, and related equipment necessary to deploy the system.

Expected Impact:

Approval of this agreement will modernize HCPL's public printing infrastructure by providing reliable self-service printing, mobile printing, secure payment processing, and centralized management across library locations. The hosted solution will improve the patron experience, reduce administrative overhead, and provide a scalable platform to support future public technology services.

Alternative Options:

Continuing to operate the existing legacy public printing solution would increase operational risk, limit functionality, and delay modernization of public technology services. The proposed Comprise solution provides a comprehensive replacement utilizing a cooperative purchasing contract and includes implementation, hosted services, and ongoing support.
