Background and Discussion:

On December 10, 2024, Commissioners Court approved a Final Investment Memo (FIM) for the Heating, Ventilation, and Air Conditioning (HVAC) Repair and Replacement Countywide Program, which provides funding for lifecycle replacement, upgrades, and major maintenance of HVAC systems across Harris County facilities.

The program was established to address the County’s growing inventory of aging HVAC infrastructure, deferred maintenance backlog, and increasing demand associated with new construction and facility expansions. As outlined in the FIM, failure to address end-of-life HVAC systems can result in operational disruptions, non-compliance with building codes, increased long-term costs, and potential risks to life and safety due to inadequate ventilation, temperature control, and integration with fire and life safety systems.

The Crosby Branch Library project at 135 Hare Road is one of the identified FY2025 work items under this program and includes the replacement of air handling units (AHUs) and updates to the building control systems. These improvements are necessary to restore system reliability, improve indoor air quality, and ensure continued functionality of the facility.

Consistent with the County’s ongoing efforts to address inflationary pressures impacting construction materials and labor, as noted in the FIM, timely execution of this project is critical to avoid further cost escalation and deterioration of existing infrastructure.

Expected Impact:

Approval of this request will enable the replacement and upgrade of critical HVAC systems at the Crosby Branch Library, resulting in improved system reliability, enhanced indoor air quality, and consistent temperature control for occupants. These improvements will support continued operations of the facility, minimize unplanned outages, and ensure compliance with applicable building and life safety standards.

Additionally, the project will reduce ongoing maintenance demands and mitigate the risk of costly emergency repairs associated with aging equipment. By addressing these needs proactively, the County will improve overall facility performance, extend the useful life of building systems, and enhance the experience for both staff and the public utilizing the library

Alternative Options:

None identified that adequately meet operational and site requirements.
