Request by the Flood Control District for approval to accept an amendment to an agreement with the Federal Emergency Management Agency/Texas Division of Emergency Management to extend the period of performance to April 1, 2027, for the FEMA Pre-Disaster Mitigation grant (Brays Bayou Watershed, Bond ID Z-02, Project ID D500-11-00-E001, Precinct 1).

Background and Discussion:

It is recommended that the Harris County Flood Control District be authorized to accept an amendment to the Federal Emergency Management Agency Legislative Pre-Disaster Mitigation (FEMA LPDM) Grant Award for the Meyergrove Stormwater Detention Basin project. This grant award amendment will extend the period of performance from 9/12/2026 to 4/1/2027 and continue to provide financial and technical assistance to the Flood Control District for the Meyergrove Stormwater Detention Basin project. The amendment extends the period of performance by 6 months and 18 days with no change in funding.

Expected Impact:

This grant will continue to fund the project through construction. The proposed D500-11-00-E001 Meyergrove Stormwater Detention Basin Project will further improve riverine flood risk in the Meyerland area and along Brays Bayou. The two basins will store up to 94 acre-feet during severe rainfall events.  The Flood Control District will utilize its resources and applicable consultants during the project, as well as the management of the grant approval process in compliance with Harris County statutes, applicable laws of the state of Texas, and Policy regarding Federal Grant Awards.

Alternative Options:

The alternatives are: 1) not to accept the grant amendment, wherein awarded unused grant funding would be returned to FEMA and projects lose funding, or 2) the projects’ engineering and construction will need to be funded entirely with local funding.
