Background and Discussion:

Pursuant to Tex. Loc. Gov't Code §262.0295(a) and §262.030(d), for any RFP contract submitted and included on this

request, submission shall constitute (1) a determination by the Purchasing Agent that it is impractical to prepare detailed

specifications for an item to support the award of a purchase contract, and (2) a notification to the commissioners court of

the same. If such letter is returned to Purchasing without alterations by commissioners court, that (3) shall constitute a

finding by commissioners court that it is impractical to prepare detailed specifications for that item to support the award of

a purchase contract, and the Purchasing Agent may use the multistep competitive proposal procedure, or an "RFP" as per

Tex. Loc. Gov't Code §262.0295 and §262.030.

After extensive coordination with the Office of Management & Budget and the bank provider selected in 2024, it has been determined that the selected bank provider is not a viable option for all HCTRA banking needs as they are not able meet the complex requirements for the interface with HCTRA’s back-office system.  HCTRA will work with the County Attorney’s Office, the Purchasing Department and Office of Management & Budget to finalize the scope of services for the Purchasing Department to issue a Request for Proposal that identifies all requirements for interface with HCTRA’s back-office system.

The selected vendor will provide general banking services, including the establishment of processing of revenue deposits, check deposits, credit card activity, electronic funds transfer, automatic clearing house processing, armored car services, management of a deposit account control agreement (DACA), electronic data interchange "remittance-processing" (lockbox), and customized file transmissions for the Harris County Toll Road Authority as well as optional credit card payment processing services.

Additionally, HCTRA will work with the Harris County Department of Economic Equity & Opportunity (DEEO) on the MWBE contracted goal once a scope has been finalized with all parties.

Expected Impact:

Approval to advertise will allow HCTRA to transition the necessary banking services from the provider of the Stop Gap Agreement and ensure integration with HCTRA’s back-office system as well as meet the requirements of existing tolling service agreements.

Alternative Options:

No other recommended solutions for this identified need.
