end
Background and Discussion:
The Congestion Mitigation and Air Quality Improvement Program (CMAQ) provides federal funding for transportation projects that reduce traffic congestion and improve air quality in areas that do not meet federal air standards. The Houston-Galveston Area Council’s (HGAC) Transportation Policy Council has authorized Harris County to receive CMAQ funds for the Rankin Road Access Management Project through their Project Selection Process under the Goods Movement category. Harris County Office of the County Engineer (OCE) is submitting a request seeking a resolution to authorize the allocation of CMAQ Program funds by the HGAC for the design and implementation of safety improvements on Rankin Road along a 1.5-mile Vision Zero High Injury Network corridor. The project includes a center two-way left turn lane, signal modifications, and sidewalk enhancements to mitigate serious injuries and fatalities. The grant award is for a total of $16,613,200, including federal funding of $13,290,560, and a local match of $3,322,640. The improvement of Rankin Road is essential to enhance the safety, reliability, and accessibility of Harris County’s transportation network. Upgrading this High Injury Network corridor will better connect our communities through safer, more equitable, and well-maintained infrastructure that supports all users.
Expected Impact:
The project will enhance safety and accessibility along 1.5 miles of Rankin Road by reducing crash risks and improving pedestrian visibility through a center turn lane, upgraded traffic signals, crosswalks, and ADA-compliant sidewalks. It supports intermodal connectivity and a safer, more connected transportation network.
Alternative Options:
If the project does not receive federal funds, the proposed project may have to be constructed with local funds.
County Strategic Plan Goal: 2. Connect our community with safe, reliable, equitably distributed, and well-maintained infrastructure.
