Background and Discussion:

This request supports the creation of six positions to strengthen operational and programmatic capacity at Harris County Public Health. Six positions within the Office of Technology Services (OTS) convert temporary roles to full-time positions to maintain critical operations for the agency while reducing reliance on general fund expenditures by converting six temporary positions to full-time positions.

 

These positions will provide the technical expertise necessary to design, develop, secure, and maintain enterprise applications, cloud-based solutions, and data integration platforms that support the agency's operational, clinical, and analytical systems. The team will modernize legacy applications, develop scalable enterprise solutions, implement secure data pipelines and data warehouse architecture, and ensure reliable interoperability between clinical, public health, and enterprise systems. These six positions will be funded through the Public Health Infrastructure, Workforce, and Data Systems Grant Award.

 

Expected Impact:

The six positions within OTS will increase staffing capacity and allow the agency to convert long-term temporary personnel to full-time employees, providing greater stability and continuity of operations. These positions will strengthen OTS' ability to deliver timely technology solutions, improve data quality and accessibility, enhance cybersecurity and system reliability, support enterprise reporting and analytics, and meet the growing technology demands of Harris County Public Health while ensuring continuity of critical business operations.
