Background and Discussion:

In accordance with Texas House Bill 2012 (HB 2012), Harris County has the authority to regulate roadside activities-including panhandling, vending, and solicitation-within unincorporated areas to promote public safety and reduce traffic hazards. Unregulated roadside panhandling and informal vending can create safety risks for motorists and pedestrians, impede traffic flow, and impact community quality of life.

This ordinance aims to balance public safety concerns with humanitarian considerations by creating a regulated framework for roadside activities that respects individual rights and supports vulnerable populations.
