Background and Discussion:

Harris County Toll Road Authority (HCTRA) solicited proposals under Request for Proposal (RFP) Job No. 25/0307 for Uninterruptible Power Supply (UPS), maintenance, support services, and related items to support the continued operation and reliability of critical tolling and information technology infrastructure. Following the competitive procurement process, Pinnacle Power Solutions Inc. was selected to provide these services.

The Harris County Toll Road Authority (HCTRA) is seeking to modernize its power backup infrastructure to better support essential operations and reduce the risk of service interruptions. Its current system is aging and no longer provides the level of reliability or capacity needed for today’s technology environment. By transitioning to an updated and more resilient design, the organization aims to strengthen system stability and operational readiness. This effort supports the broader goal of maintaining dependable and continuous service for the community.
The agreement will begin upon approval by Commissioners Court and will remain in effect for eighteen (18) months. The agreement includes four (4) optional one-year renewal terms.

Expected Impact:

Approval of this agreement will allow HCTRA to continue maintaining critical power infrastructure and ensure the availability and reliability of systems necessary to support toll road operations and associated business functions throughout Harris County.

Implementing the new UPS systems is expected to improve power reliability, extend backup duration, and reduce vulnerability to grid or generator fluctuations. Overall, the upgrade will enhance business continuity, protect critical IT infrastructure, and ensure uninterrupted service delivery to the public.
