Background and Discussion:

WIC is a federally-funded public health nutrition program administered through the Texas Department of State Health Services. The program provides support to low-income pregnant women or women who are breastfeeding or have recently had a baby, infants, and children up to the age of five. The WIC Community Innovation and Outreach (CIAO) Project is a partnership between the Food Research & Action Center (FRAC) and the U.S. Department of Agriculture (USDA) Food and Nutrition Services (FNS) to increase awareness, participation, and redemption of benefits, and to reduce disparities in program delivery, with impact that can be sustained once subgrant funding ends. Harris County Public Health is seeking the court’s permission to apply for the grant program, which will help advance outreach to underserved communities on WIC benefits and services and identify effective communication and engagement methods for increasing participation among those eligible but not utilizing WIC services.

Expected Impact:

These funds will help raise awareness, engagement, enrollment, participation, and retention for the WIC program, which in turn will increase health equity for underserved populations and significantly improve public health outcomes of women, infants, and children. Expanding HCPH’s current outreach model will empower communities, foster engagement, and contribute to improved health equity and well-being across demographic groups in Harris County.
