Request Summary (Agenda Caption):

title

Request by the Department of Economic Equity and Opportunity for approval of an amendment to an agreement with the University of Houston to extend the term to March 15, 2026 and update the budget categories for the early childhood survey implementation.

end

Background and Discussion:

The University of Houston Institute for Research on Women, Gender, and Sexuality (UH-IRWGS) was selected

to administer the RAPID Survey launched in April 2020 in response to the COVID-19 pandemic. UH-IRWGS, in collaboration with Harris County and Stanford University, will conduct the RAPID Survey across

Harris County, gather data and report on research findings.

To ensure accurate spend-down for this program, we are requesting a cost-neutral amendment to extend the performance period end date from June 30, 2025, to March 15, 2026, and reorganize the budget to allow changes in the amounts spent in various budget line items.

Expected Impact:

These changes will better ensure an accurate spend-down of the program’s budget with additional time and adjusted budget categories for the University of Houston’s survey implementation.

Alternative Options:

Commissioner’s Court could forgo the amendment, and the University of Houston will continue with their current budget categories and contract timeline, with the risk of underspending of funds.

County Strategic Plan Goal:  3. Make our economy more inclusive.

County Strategic Plan Objective: K: Provide workers with training and other supports (e.g. child care) to participate fully in the local economy.

Justice/Safety Initiative (Goal 1):   N/A

Infrastructure Initiative (Goal 2):  N/A

Economy Initiative (Goal 3): K1: Advance child care quality and accessibility through workforce development programming and child care slots.

Health Initiative (Goal 4): P1: Develop a strategy for holistic child health.

Climate/Resilience Initiative (Goal 5): N/A

Housing Initiative (Goal 6): N/A

Additional notes related to the Strategic Plan:

This agreement with UH is ARPA-funded, and programming is limited to 2026. However, the findings from this survey and accompanying research can inform future early child care programming that the County may want to fund. Such programming may directly tie to the goals and objectives selected above as interventions in childhood have been shown to produce positive outcomes in workforce, children’s health, and reduced interactions with the justice system.
