Background and Discussion:

The Behavioral Health impacts of the COVID-19 pandemic have been profound. Harris County residents have

experienced an increase in stress, mental health crises, substance use-related deaths, suicides, and more. Harris County approved eleven Behavioral Health awards funded through American Rescue Plan Act (ARPA). These programs invest in programs in the following categories:

•                     Behavioral health workforce programs

•                     Counseling for youth & families

•                     Substance use disorder treatment

University of Houston Tilman J. Fertitta Family College of Medicine was awarded funding for the Behavioral Health Services Counseling for Youth and Families program to expand the UH Family Care Center’s evidence-based mental health services by providing care for children, youth, and families in the County as well as increase the number of community embedded community health workers to provide care coordination, brief intervention, and school liaison services.

Expected Impact:

University of Houston Tilman J. Fertitta Family College of Medicine will be able to continue service provision

allowing additional time to complete deliverables and fully expend funds.

Alternative Options:

Families will not have access to integrated care services, and the Family Care Clinic will not be provided with additional time to identify sustainability options, building upon initial ARPA funding.

County Strategic Plan Goal:  4. Improve physical and mental health outcomes across all communities.
