Background and Discussion:

The County released the Early Childhood Impact Fund RFP in late 2020 to solicit applications from service providers, organizations, and researchers to implement a three-year program to invest in high-impact early childhood programs. Three organizations were selected to receive funding.

Texas Children’s Hospital was awarded to implement upWORDS, a community-based infant brain development initiative aimed at helping families support language development, connect to community resources, and access maternal mental health support

To ensure successful impact of ARPA funding, an amendment is sought to transfer funding to Texas Children’s Hospital, reorganize the budget, and revise the scope of work to expand current programming.

Expected Impact:

This increase in funding by will ensure that ARPA funding will have the greatest impact for families and children in Harris County. The revision of the scope of work will be inclusive of the increased capacity for upWORDS programming for children and families.

Alternative Options:

Commissioner’s Court could forgo the increase in spending and KPIs and risk not reaching eligible children and families to allotted services by the vendor.
