Request by the Office of the County Engineer for approval to accept from the Texas Department of Transportation grant funds in the amount of $424,986, with a required match of $106,246, for the FY 2020 County Transportation Infrastructure Fund (CTIF) Grant Program.

Background and Discussion:

The 86th Legislature (2019), in House Bill 4280, modified the statutory allocation formula for the program and added some program requirements for county grant recipients. Specifically, HB 4280 amended Subchapter C, Chapter 256, Transportation Code, by adding Section 256.107, to require that, when a county uses program funds to contract for construction or maintenance, the county must competitively bid (low-bid) the projects and publicly open the bids.

Harris County has designated the proposed enhancements along Homestead Road as a top priority in response to the escalating number of severe crashes. The adverse effects of both daytime and nighttime crashes extend well beyond the project's boundaries, impacting businesses, residents, and school operations. Consequently, Harris County has formally applied to the CTIF Grant Program. The Homestead Road Illumination project, situated in Precinct One, has received recommendations from the Harris County Engineering Department for a range of improvements, encompassing signage, pavement markings, and the installation of lighting to augment visibility and enhance safety on the Homestead Road bridge. A grant funding of $424,986 awarded for the proposed improvements.

Expected Impact:

Accepting the awarded funding from the TxDOT’s County Transportation Infrastructure Fund (CTIF) Grant Program, and entering into an agreement will enable Harris County to secure $424,986 in state grant funding, supplemented by a local match of $106,246. This funding will be used to augment visibility and enhance safety on the Homestead Road bridge.

Alternative Options:

If the County does not enter into an agreement and accept the awarded funding from the TxDOT 2020 CTIF Grant Program, the project may have to be implemented using full local funding.
