Background and Discussion:

This project was previously advertised for consultants in 2023, but no suitable consultants submitted.  It was re-advertised in 2024 and Johnston, LLC was selected based on their qualifications. Due to an increasing number of criminal cases and decedents, the existing morgue facility does not have enough autopsy stations nor enough cold storage capacity to handle current and future caseloads.

Expected Impact:

Approval of this Professional Services contract will provide Architectural & Engineering services necessary to increasing the capacity of the morgue and the associated cold storage will create the capability for the Medical Examiner’s office to process cases more quickly and efficiently thereby improving service to the community and law enforcement.

Alternative Options:

Should the County elect to reject the request, the alternative would be to cancel the project.  This would lead to continued caseload back-log and delays providing law enforcement valuable information on their cases in a timely manner.  It would also delay answers to the loved ones of those who expired in questionable or unexplained ways.  The lack of cooler space could lead to the need to rent portable coolers, whose cost could be best spent on a more permanent solution to the situation.
