Background and Discussion:

Home Grown focuses on building effective, comprehensive networks at the state- and local-level that support the operations of child care providers, with particular focus on home-based and Friend, Family, & Neighbor providers. Harris County utilized the Year 1 Implementation award of $100,000 to support efforts for the Early Learning Quality Network (ELQN) program. The ELQN Network Support Hub and four Local Network Organizations used funding to strategically promote ELQN to targeted communities, support the work of community-based advisory committees, and enhance community engagement events for families, child care providers, and other community stakeholders.

Expected Impact:

The Year 2 Implementation grant will help to strengthen the community networks developed through ELQN over the past year, including supporting ELQN’s continued outreach efforts and providing educational opportunities and resources for families and child care providers. Funding will address needs that are specific to the needs of each community, including resource gaps that are not addressed by ARPA-supported aspects of programming.

Alternative Options: Harris County can reject the Year 2 award and continue to fund ELQN efforts through ARPA funding.
